GUIDELINES FOR EXTENDING HOSPITALITY TO THE VISITING DIGNITARIES IN KARNATAKA

 

(I) The dignitaries visiting the State are grouped under three categories Viz.

 

  1. State Guests
  2. Non-Paying Guests and
  3. Paying Guests

 

  1. STATE GUESTS

 

(a) The following dignitaries whenever they visit the State irrespective of the fact whether their visit is official or unofficial they will be treated as StateGuests:-

The Governors of other States including Lt. Governors of Union Territories

NOTE: The Members of the family, the personal staff and officials when accompanying the above mentioned dignitaries, will also be treated as State Guests.

 

 

(b) The following dignitaries whenever they visit the State on official duty will be treated as State Guests.

NOTE:

NOTE (1): Members of the families of the State Guests will also be treated as State Guests when accompanying them. Family includes wife / husband, children including an adopted son and step children residing with and wholly dependent on the State Guests.

NOTE (2): When the members of these dignitaries visit the State unaccompanied by the State Guests, they will not be entitled to the State Hospitality. Boarding and Lodging will be made available to them subject to availability on payment basis.

(c) The following dignitaries will be provided with State Guest facilities only if they come on invitation from Government of Karnataka.

Chiefs of Staff (Army, Air Force and Navy) holding the rank of full General or equivalent rank

Government Chief Whips at the centre and in the Legislative Assembly / Legislative Council of other States and Deputy Chief Whips at the centre

Leaders of Opposition in the Legislature of other States

5

Ministers and Deputy Ministers of Union Territories

6

Judges of the High Courts of other States

 

 

The following facilities will be provided to the State Guests

 

  • Accommodation

 

i

The dignitaries who are treated as State Guests will board in the Government Guest House and such facilities will also be provided in the Circuit Houses / Inspection Bungalows under the Public Works Department where there are no Government Guest Houses (Boarding excludes any kind of alcoholic liquors)

ii

State Guests will be provided accommodation at Kumara Krupa Guest House (Main) and Balabrooie Guest House at Bengaluru.

iii

If no accommodation is available to the dignitaries who are treated as State Guests in Government Guest Houses and Circuit Houses / Inspection Bungalows under Public Works Department, they will be accommodated in Hotels and the entire expenditure towards Boarding, Lodging etc., will be met by the State Government.

 

 

  • Transport

 

i

Persons treated as State Guests will be provided with transport free of charges for their local use within the Municipal Corporation Limits of the City / Town in the State, if their visit happens to be on official duty. They will also be provided with transport free charges for travelling to the places within the State, and other places outside the State which are within 150 kms, from the State border, if they have an official business connected with the State at these places.

 

            Cars shall be provided free of cost in the case of The President, The Vice-President, The Prime Minister, Chief Justice of India, Union Ministers, Judges of Supreme Court of India and Chief Justice of High Courts even if the visit is not strictly official, within the State and to places outside the State borders like Thirupathy, Puttaparthy and Ooty etc.

If the visit of the persons treated as State Guests to various places within the State and also places outside the State which are 150 kms. from the State border are in connection with private business, they are required to pay the charges at the rates prescribed from time to time. If State Government vehicles are not available, Taxies are provided on direct payment basis.

 

 

  • The expenditure on the following items in respect of State Guests, will be free of charges:-

 

i

Entertainment by State Guest during a Press Conference or Interview

ii

Supply of Newspapers

iii

Presentation of Garlands and Bouquets

iv

Medical attendance

v

Labour charges for loading and unloading luggage etc

vi

Refreshments provided to the State Guests at the VVIP Lounge at the Bengaluru Airport

vii

Local telephone calls made by a State Guest

 

  • Security

 

Security will be provided by the Police (as decided by the police depending on the threat perception)

 


 

  1. NON-PAYING GUESTS

The dignitaries such as cultural delegation, Press parties, official study or other teams, and other individuals specially invited by the Government for any particular business of the Government will be treated as Guests of the State for that occasion only if their visit will be beneficial to a particular department of Government or to the Government in general. Such category of visitors will be treated as Non Paying Guests. The question whether a particular guest should be treated as State Guest or Non-Paying Guest will be decided by Government with the approval of the Chief Secretary in individual cases on the recommendation of the Secretary to Government concerned.

No security arrangements will be made for the Non-Paying Guests

The following facilities will be provided to the dignitaries who are treated as Non-Paying Guests:-

 

(i)

Free accommodation and free boarding (excluding any kind of alcoholic liquors)

(ii)

Free transport in accordance with the provisions mentioned in State Guest Category to be provided by the Department concerned.

(iii)

Supply of Newspapers.

(iv)

Labour charges for loading and unloading luggage etc.

(v)

No charges are payable for local telephone calls made by a Non-Paying Guest.

(vi)

Any other items with the specific orders of Government

 

  1. PAYING GUESTS

 

Visitors not coming under the categories of State Guests and Non-Paying Guests and persons of known status will be treated as Paying Guests, subject to availability, Accommodation and Boarding will be provided for them on payment of prescribed charges. They have to pay advance amount & also all bills have to be settled before departure of the visitor. Telephone call charges should be collected from them in advance.

 

(II)  The period for which a State Guest is entertained at Government cost shall not ordinarily exceed five days.

(III)  Chief Secretary to Government may for good and sufficient reasons, relax any of these rules in any particular case.
